An EOI (Expression of Interest) is a refundable deposit you pay to a developer to get priority access to a new off-plan project before its official launch. It puts you in the queue to choose your unit early, often at the best price, but it is not a purchase: you only buy once you select a unit and sign the reservation and sales agreement. If you decide not to go ahead, the EOI amount is normally returned to you.

How an EOI works
Most popular launches in Dubai now open with an EOI stage. Demand for the best units is often higher than supply, so developers use EOIs to measure interest and decide who gets to choose first.
1. You register your interest
Before launch, the developer or its appointed agents share early details: location, unit types, approximate starting prices and the expected payment plan. You register your interest, usually for a specific unit type such as a two-bedroom apartment.
2. You pay the EOI amount
The amount is set by the developer. It is usually a fixed sum per unit, and higher for larger or premium units. Many EOIs are paid by cheque or bank transfer to the developer's official account.
3. Unit selection on launch day
When the project launches, EOI holders are invited to choose their units in order, before the public. This is where the EOI pays off: the best views, floors and layouts usually go in this round.
4. Your EOI becomes part of the booking
Once you select a unit, the EOI amount is normally deducted from your booking payment. You then pay the rest of the down payment, sign the Sale and Purchase Agreement (SPA), and the sale is registered with the Dubai Land Department (Oqood). From here, it works like any other off-plan property purchase.
EOI vs booking: what is the difference?
| EOI | Booking (reservation) | |
|---|---|---|
| When | Before the official launch | At or after launch |
| What you get | Priority to choose a unit | A specific unit, at a set price |
| Price and plan | Often indicative, not final | Confirmed |
| Refundable? | Usually, if you do not select a unit | Usually not, once the SPA is signed |
| Registered with DLD | No | Yes, once the sale is registered (Oqood) |
Why buyers pay an EOI
- First choice of units. In a busy launch, the units with the best views and layouts can be gone within hours.
- The earliest price. Developers often price later phases higher once the first release sells, so early buyers can benefit from that step up.
- Low commitment. You secure your place without buying anything yet, and you can still walk away if the final details do not suit you.
For investors focused on capital growth, entering at the EOI or launch stage is often the strongest position. It is one of the reasons people choose to invest in Dubai through off-plan rather than ready property.
The risks to check before you pay
An EOI is low risk, but not no risk. Check these points first:
- Refund terms in writing. Ask how and when the EOI is refunded if you do not select a unit, and get it on paper.
- Who you are paying. Pay only to the developer's official account, never to a personal account.
- Information is limited. Final prices, floor plans and payment plans may change at launch. Decide on the final details, not the early ones.
- No guarantee of a unit. In very popular launches, there can be more EOIs than units. Your money comes back, but you may miss out.
- The project itself. Check the developer's track record and that the project is registered with the Dubai Land Department before you sign the SPA.
Is an EOI right for you?
An EOI makes sense if you already know the developer and area you want, you are buying for capital growth, and you can decide quickly on launch day. If you need time to compare projects, or you want rental income straight away, a launched or ready property may suit you better.
